Restrictions on local agencies from funders limit the ability to conduct best evidence based practices, and many community partners serve in similar capacities on behalf of agencies (i.e. lobbying, advocation vs. education, tax increase, etc.) Is it possible to relax these restrictions/eliminate these systematic barriers?
